Abstract

Crime prevention efforts are a process, a way of acting in tackling crime which includes preventive and repressive activities, in dealing with theft in a preventive and repressive manner. Preventive control is taking preventive action before the crime occurs, while repressive is an action in the form of law enforcement by imposing punishment on the perpetrators of crimes. Countermeasures are a crime prevention process that is useful for minimizing the occurrence or act of crime so that the crime does not occur again. The main problem that will be discussed in writing this thesis, namely what are the factors that cause the perpetrators to commit the crime of palm oil theft in the plantations of residents in the jurisdiction of the Siak Police and how to deal with the crime of theft of oil palm in the plantations of residents in the jurisdiction of the Siak Police. In this research the authors used empirical legal research methods/sociological legal research, which used direct observation and data collection methods on research subjects, by conducting field surveys and interviewing respondents, namely the Siak Police Criminal Investigation Unit, and the perpetrators of palm oil theft. Factors that cause perpetrators to commit crimes of palm oil theft are economic factors as the main factor and added to other factors, namely educational factors, environmental factors, global development factors, and law enforcement factors. The countermeasures carried out by the police are preventive measures, namely prevention efforts before a crime occurs by conducting legal counseling, and cooperating with the community to maintain security on a regular basis. Next are repressive efforts, namely efforts to deal with after a crime has occurred by making arrests, investigations, investigations and others against the perpetrators of crimes.
