Abstract

Narcotics abuse is the use of addictive substances that are not intended for treatment and last a long time which results in physical, mental and social disorders. Not only dominated by adults but also children, the increase in narcotics cases is increasing in adolescents, especially in junior high and high school aged youth. The purpose of this study is to find out what are the factors causing the occurrence of narcotics countermeasures and how are the efforts of the police to deal with drug abuse by children in the Legal Area of the Rokan Hilir Police. This study uses a sociological method, in the form of interviews with the Rokan Hilir Police. Based on the results of research that has been done by the author, it can be concluded that the role of the police in overcoming criminal acts of narcotics abuse is to prevent, eradicate abuse, illicit narcotics and also play a role in carrying out investigations, examining drug abuse against children. Children who are involved in narcotics abuse cases will be subject to sanctions imposed on drug abusers contained in Law Number 11 of 2012 concerning the Juvenile Criminal Justice System (SPPA Law) and Article 127 paragraph (1) of the Narcotics Law. The author here also writes down some of the problems faced by the Rokan Hilir Police in dealing with narcotics crimes such as the indifference of the public towards narcotics campaigns to the people who have negative views of narcotics use and the absence of movement from the local BNN Rokan Hilir. The Police, National Narcotics Agency and also the Rokan Hilir District are expected to be active in providing counseling and holding seminars on the dangers of drug abuse to teenagers and parents. Tighten the rate of drug abuse in youth schools.
