Abstract

In the consumer protection law, it is explained that consumer protection is any effort that guarantees legal certainty to consumers, including guaranteeing the halalness of a product being marketed. In Indonesia, the products marketed must be clearly halal which is marked by the presence of a halal logo or halal certification. However, it is often circulated in the market, imported products that are not halal certified such as Nongshim instant noodles which can cause unrest for consumers about the halal guarantee of these products. Based on the background above, the problem arises, namely 1.) How to Implement Legal Protection Protection for Consumers of Nongshim Brand Instant Noodle Products in an Effort to Reduce the Circulation of Food That Is Not Labeled Halal (Case Study of Pekanbaru City Jackfruit Street Fruit Market. 2.) How are the Responsibilities of Business Actors and What are the Factors Inhibiting the Implementation of Legal Protection against Consumers of Instant Noodle Products That Are Not Labeled Halal. The research methods used in this study are: Observational research conducted by survey, namely direct research to the research location using data collection tools in the form of interviews. And based on its nature, this research is included in descriptive research, which is to provide a clear and detailed picture of the main problem under study. The results showed that various efforts have been made to implement legal protection for consumers, seen from the aspect of the Ministry of Religion of Riau Province, as one of the parties of the government implementing the existing rules that require business actors to sell products that are clearly halal. From the aspect, the Fruit Market seeks to distinguish the placement of halal and non-halal products, as well as provide information if the product is not halal and usually there are salespersons who will be on guard. The inhibiting factor in the implementation of legal protection for consumers of instant noodle products that are not labeled halal from the aspect of the Ministry of Religion in this case part of the government is the lack of dissemination of information and socialization of procedures for obtaining halal certificates. From the consumer aspect, namely the lack of consumer knowledge about the importance of halal labeling and the lack of consumer awareness to find out more about the products they want to buy. From the aspect of the Fruit Market as a business actor, namely the lack of awareness of the obligations and importance of halal certification and facility constraints.
