Abstract

ABSTRACT Testing of motorized vehicles is one of the important things to do in the field of transportation which aims to reduce the number of accidents that occur due to motorized vehicles that are not traffic-worthy. Of the several types of motorized vehicles that are required to carry out testing, the researchers focused on goods transport vehicles in Pekanbaru City, namely three-wheeled cars, pick-up cars, box cars and trucks. Based on the data obtained at the UPT of the Pekanbaru City Transportation Service, there are still many parties who do not carry out an adequacy test in accordance with the Pekanbaru City Regional Regulation Number 10 of 2017 concerning the Implementation of Road Traffic and Transportation. As for this research, there are main problems that will be discussed, namely, the performance of the Department of Transportation in testing services for motorized freight vehicles in Pekanbaru City and the obstacles faced by the Department of Transportation in carrying out testing of motorized vehicles for freight transportation based on Pekanbaru City Regional Regulation Number 10 of 2017 concerning Traffic Management Traffic and Road Transportation as well as the purpose of this study is the same as the main problem formulation, namely to find out the results of the problem formulation created by researchers. This legal research includes the type of empirical or sociological legal research, namely research that focuses on individual or community behavior in relation to law. This research method aims to answer current problems by collecting information, which then evaluates it to find how the law actually functions in society to arrive at a conclusion. The results of the research that the author obtained were the performance of UPT Pekanbaru City Transportation Service in testing motorized vehicles in terms of Number 10 of 2017 Concerning Road Traffic and Transportation Operations which was quite good. quality of service, responsiveness, responsibility, and accountability and the obstacles faced by the UPT of the Pekanbaru City Transportation Service, namely the lack of awareness by the public in carrying out motorized vehicle testing which does not pay attention to safety which makes the motorized vehicle testing process not carried out optimally.
