Abstract
Basically, Article 1 of Law Number 1 of 1974 has been revised to become Law Number 16 of 2019 where in these rules there is a limit for a person to have a marriage, which is 19 years for men and 16 years for women. However, after the enactment of Law Number 16 of 2019 it is a requirement that a marriage is valid at the age of 19 years for men and 19 years for women. In Indonesia, there are rules regarding marriage dispensation, namely the granting of rights or waivers given to a child to be able to get married even though they are not old enough to get married. In terms of dispensation for marriage at the Pekanbaru Religious Court, there has been an increase due to certain factors. The formulation of the problem in this research is, first, what are the causes of underage marriage during the Covid 19 period in Pekanbaru city in 2021. Second, what are the legal consequences of underage marriage during the covid 19 period in Pekanbaru city in 2021. The type of research that the author uses in this research is empirical sociological research by way of going into the field to get some data (observational research), while the data and sources of data that the author uses are primary data that is obtained by direct involvement in the field and secondary data that is obtained from library search process. The data collection techniques that the author uses are interviews and questionnaires. While the method of drawing conclusions that the author uses in this study is the method of drawing deductive conclusions, namely drawing conclusions from things that are general to specific. From the results of the research and discussion, the authors found the following: First, the main factors that caused the increase in marriage dispensation at the Pekanbaru Religious Court after the implementation of Law Number 16 of 2019 Concerning the Increase of the Marriage Age Limit which was originally in 2020 there were only 49 cases but in 2021 there was an increase to 61 cases, due to public ignorance about the marriage law, then there were pregnancy factors outside of marriage, school dropout factors, economic factors, promiscuity, and the covid 19 pandemic factor. Second, the consequences or impacts of marriage One of the reasons for this underage is the non-issue of authentic evidence in the form of a marriage certificate, so that it will be difficult to produce a child's birth certificate, family card and so on regarding civil matters that must be registered at the civil registry office.
