Abstract
This study analyzes how the principles are used as a reference for service and service quality assurance and the availability of services for good, fast and easy communication. In improving the quality of service, the government made a number of new innovations in public services to improve public services. Riau Province which has a large population is also expected to be able to improve public services, therefore service facilities are needed to meet the needs of Pekanbaru City residents. As for this research, there are main issues that will be discussed, namely, How to Arrange Population Administration Services at the Pekanbaru City Population and Civil Registration Service and secondly, What are the Obstacles in Implementing Population Administration Service Arrangements at the Pekanbaru City Population and Civil Registration Service. To answer this research problem, the authors used the Empirical Law method, with the interview method technique through an oral debriefing process that took place in one direction where the questions came from the interviewing party and the answers were given by the interviewees. This research uses Primary data and Secondary data, with the Purposive Sampling Method determined by the community in the research. The results of the research in this study indicate that the implementation of services at Disdukcapil is still not running as it should, in which there are still many deficiencies in staff and standard operating procedures. The success of a community service is strongly influenced by supporting factors from employees and the community itself. It can be concluded from the results of the interviews, that the quality of service by Disdukcapil is not in accordance with the Standard Operating Procedures and the services provided to the people of Pekanbaru City are still lacking.
