Abstract

Issuance of property rights certificates is part of land service activities carried out by the Pekanbaru City Land Agency as an agency that has authority in administering land administration. The form of protracted and incompetent delayed maladministration actions resulted in the administrative implementation in issuing property rights certificates carried out by the Pekanbaru City National Land Agency not being able to be carried out in a short period of time in accordance with applicable standards and implementation procedures. The core problem of this research is the factors that cause maladministration by the Pekanbaru City National Land Agency in the implementation of administration in issuing certificates of property rights in 2021 and the constraints of the Pekanbaru City National Land Agency when carrying out public services in issuing certificates of property rights in 2021. The research method used in this research is to use empirical legal research methods and the data collection tool used is interviews. The nature of this research is descriptive research which is research that gives a clear and detailed description of the core research problem. The results of the discussion in this study are that the factors causing maladministration by the Pekanbaru City National Land Agency in the implementation of administration in issuing property rights certificates in 2021 are due to internal factors and external factors found in the Pekanbaru City National Land Agency, as well as the Agency's constraints. Pekanbaru City National Land Agency when carrying out Public services in issuing property rights certificates in 2021 is due to limited competent human resources, lack of accuracy by the workforce, increased authority for the head of the Pekanbaru City BPN, incomplete file requirements submitted, overlapping on a piece of land belonging to another party, there are still cases of multiple certificates, many system changes in land regulations.
