Abstract

The illicit circulation of narcotics, which in reality is increasingly widespread, turns out to be a fact that there is narcotics circulation not only outside. But even in penitentiary institutions, the control and distribution of narcotics still exists and has become an open secret for everyone. Class II A Penitentiary in Batam is one of the State Institutions authorized by the Government to carry out prevention of Narcotics smuggling in Class II A Penitentiary in Batam. Therefore the formulation of the problem that you want to know in this study is 1) How to prevent and control drug trafficking by prison officers in Class IIA Penitentiary in Batam? 2) What are the obstacles in tackling the distribution of narcotics by correctional officers at the Batam Class IIA Penitentiary? The framework of this research is to know the application of basic theories in preventing the circulation of narcotics. This study uses an empirical or sociological approach. The research location is in the Batam Class IIA Penitentiary. Data collection techniques are carried out by observation, interviews, and other supporting documents. Data analysis from the results of the distribution of questionnaires is presented in the form of numbers and tables while other data comes from interviews which are delivered in the form of elaboration of sentences after which it is related to existing material and theory or the opinion of experts, then the rule of law related to research can be drawn a conclusion. The results of this study indicate that prevention and control of Correctional Institution Officials in Preventing Narcotics Smuggling in Class IIA Batam Correctional Institutions is a) through preventive actions that must be carried out by each element, and the most important thing is to deal with smuggling by the Penitentiary. b) through repressive actions carried out by law enforcement officials, namely the police, prosecutors, courts and correctional institutions.Obstacles and Barriers to Correctional Institution Officials in Preventing Narcotics Smuggling in the Class IIA Batam Penitentiary are a) facilities and infrastructure, b) quality of human resources for prison officials.
