Abstract

The rapid economic development has produced various types of products, especially food products that can be consumed by the public. Small businesses, especially home industries as providers of goods or producers, are currently producing a lot of products in circulation. The halal status of these products is not certain, because the packaging does not contain a halal label indicating a lack of supervision by the apparatus of processed food products. In the City of Bagan Siapi-api, the culture of the majority Muslim community makes the distribution of food in packages labeled halal as important so that buyers have more confidence in good content according to Islamic teachings. That is what makes the writer interested in researching this research. The main problem of research is how to regulate food products labeled halal in relation to consumer protection and what are the inhibiting factors for halal labeling on food products. The research method, when viewed from its type, is an empirical or sociological legal research method, namely a type of research that uses samples taken from the population as a data collection tool. The location of this research was carried out in the City of Bagan Siapi-api. The data collection technique used interviews with related parties with the title of the research, namely the Pekanbaru City Ministry of Religion, the Rokan Hilir Regency Cooperatives and UKM Office, the Rokan Hilir Regency MUI, and the Rokan Hilir Regency Health Office. The results of this study are based on the results of interviews about how to regulate food products labeled halal in relation to consumer protection. The procedure made by the Ministry of Religion is enough to help the community in the process of obtaining a halal certificate. So this is an opportunity for MSME actors who want to register their food products so that these products get halal certificates. What are the inhibiting factors for halal labeling on food products, namely the lack of socialization of the importance of halal certificates for these food products and the lack of information from traders regarding halal certificates, the procedure of which has been made easy by the Ministry of Religion and is free of charge. For this reason, it is necessary to socialize the awareness of traders to be able to register their food products so that consumers become more confident and safe when shopping or buying these food products.
