Abstract

The Pekanbaru City Government Center has been relocated to Tenayan Raya District. This research focuses on identifying the motives for the policy of moving the Pekanbaru City Government Center to Tenayan Raya District and its impact on land cover changes in Tenayan Raya District. To identify this, qualitative research was carried out using in-depth interviews with the key actors implementing the relocation of the Pekanbaru City Government Center and looking at changes in land cover from High Resolution Satellite Imagery (CSRT) data in 2014 (during the initial planning for the relocation of the Pekanbaru City Government Center) and 2020 (latest CSRT data available). The results showed that the motive for moving the Pekanbaru City Government Center was limited parking space and work space in the old government office so that the need for expansion of office buildings. Tenayan Raya District was chosen as the new location for government offices because of the strategic location of Tenayan Raya District and serving accessibility from other areas outside Pekanbaru City. As a result, within 6 years there has been a significant change in allotment of undeveloped land into built-up area.
