Abstract
Every holding of advertisements is required to have a permit. However, in reality, in Pekanaru City, billboard organizers still do not comply with regional regulations regarding the implementation of billboards, which require billboard organizers to obtain a permit. Based on this, the problems that will be studied are 1. How does the Satpol PP Supervise the Controlling of Advertising Based on Mayor Regulation Number 24 of 2013 concerning the Implementation of Billboards in Pekanbaru City?, 2. How is the Effectiveness of Supervision of Installations in Pekanbaru Based on Mayor Regulation Number 24 of 2013 concerning Implementation of Billboards In Pekanbaru City? The research method used is observational research, with a qualitative approach. The primary data source is the results of interviews with related agencies, namely the Civil Service Police Unit in Pekanbaru City and the billboard organizers. While the secondary data is the result of documentation studies, and literature and search results from the internet related to the object of this research. While the method of data collection is done through: interviews, observation and documentation From the results of the study it can be seen that the supervision and control of the installation of billboards is carried out by a supervisory team appointed by the relevant official (Head of the Praja Police Unit). If the billboards are not placed in the designated place, demolition will be carried out, including the installation of billboards that are not registered or do not apply for a permit, then an order will be taken in the form of demolition. However, in terms of the effectiveness of supervision, it cannot be said to be effective because there are still advertisements that are not in place. The obstacle in supervising the installation of billboards in Pekanbaru City is the arrangement in the field, which must be supervised at all times. Meanwhile, the number of supervisory officers is still small, making it difficult to carry out monitoring in the field. In addition to the places or facilities where billboards are placed, they are still limited, so all organizers are competing in placing billboards. Then the place or location of the organizers cannot be ascertained according to the formation. While the solution to overcoming obstacles in carrying out supervision is to increase personnel and apply strict sanctions to parties who violate applicable regulations. The conclusions of this study are Provisions for the implementation of billboards in Pekanbaru City have not been fully implemented, provisions are only carried out by billboard organizers who have permits and agencies that issue permits. The law enforcement of advertising permits is not maximized because it is influenced by facilities and infrastructure as well as community factors. Suggestions for this research There needs to be a budget allocation for socialization, additional personnel and tools for billboard control activities. Giving stricter administrative sanctions in the form of fines to administrators who do not comply with regulations. Determination of the amount of advertising tax should pay attention to the principles of justice and the principle of benefit to society.
