Abstract
The strategic position of the Regional Inspectorate as the Government's Internal Supervisory Apparatus has an important and maximum role in supervision with integrity, competence and professionalism which is built continuously in accordance with its duties and functions. The behavior of civil servants, one of which is high discipline. High discipline is one of the elements to become a perfect civil servant. With high discipline it is hoped that all activities will run well. This study aims to find out how the role of the Pekanbaru Inspectorate is in Supervising the Performance of the State Civil Apparatus (ASN) and what are the obstacles in supervising the performance of the state civil apparatus by the Pekanbaru City Inspectorate The method used by the author in this study is the legal observational research method, namely by surveying or observing directly to the research location using a data collection tool, namely interviews with the Supervisor of Regional Government Affairs Inspectorate Pekanbaru while the nature of this research is descriptive, namely the author tries to provide an overview detail. Namely describing the problems found to be related to each other in a relevant and logical and juridical manner to find out a clear and detailed description of the role of the Pekanbaru Inspectorate in supervising the performance of the State Civil Apparatus (ASN). From the results of the study in terms of enforcing employee work discipline at the Pekanbaru City Inspectorate, it refers to Government Regulation No. 53 of 2010 concerning Work Discipline of Civil Servants. So when an ASN violates disciplinary regulations, they will be subject to disciplinary sanctions or penalties according to the type of violation committed. For the imposition of sanctions or disciplinary punishment against civil servants who violate discipline, it is carried out by the direct supervisor as long as it is under his authority. Obstacles in supervising the performance of state civil servants by the Pekanbaru City inspectorate. In the supervision of the inspectorate, there are obstacles including the lack of qualified auditors and the lack of facilities to carry out supervision so that it runs optimally. With the Supervision from the Inspectorate it has a positive impact on the process of administering government, namely with the supervision of the inspectorate, the milking Kaneria will be effective and efficient.
