Abstract

The ICAO, which is the highest aviation organization in the world, has the duty and authority to make civil aviation regulations under the auspices of the United Nations. There are still many or there are several civil flights that violate the rules that have been made. Because of this, an interception was carried out in a country whose territory or air flight trajectory was violated, guided by the rules made by ICAO. The research problem is, What are the obstacles by a country in carrying out interception of civil aircraft crossing the territory of a country where there are still many rules or guidelines in carrying out interceptions that have not been carried out properly. The research method used is normative legal research, which examines the important role of ICAO as the world's highest aviation organization in dealing with obstacles in terms of flight interception. This writing is descriptive, which means that the research is explained and described in detail, clearly and systematically. The result of the research is that the role taken by ICAO is very important because the rules made by ICAO, including the rules for intercepting them and the procedures for doing so, must be implemented or carried out by all countries in the world. If there is a civil aviation aircraft that violates the territory of a country, then that country should be guided by the rules set by ICAO listed in article 3 bis of the 1944 Chicago Convention concerning matters that must be done in intercepting and in Annex 2 Appendix 2 of the 1944 Chicago Convention which stipulates the procedures and procedures for interception.
