Abstract

The P2L program has not been able to increase the ability of families and communities to use yards in urban and rural areas for the cultivation of food crops, fruit, vegetables and family medicinal plants (toga), raising livestock and fish, and food diversification. This is because there are still many yards that have not been planted with food crops, toga plants and other fruit and vegetable crops. The lack of active companion extension workers in driving the P2L program, including in improving people's food consumption behavior. There is no public awareness to help and control the P2L program directly. This lack of community responsiveness is due to busy work and not from farming families so they do not master agricultural technology which makes people seem indifferent. The purpose of the study was to determine and analyze the capacity of the Dumai City Food and Agriculture Security Service in implementing the Sustainable Food Garden Program (P2L) in Dumai City. This study uses a qualitative approach that aims to understand the symptoms that do not require quantification. Informants in this study amounted to 6 people with the Head of Service as the key informant. Data collection techniques with interviews and data analysis using triangulation techniques. Based on the results of the study, it is known that the P2L program is certainly an advancement in the mindset of both the community and the Department, and the private sector involved in reducing the number of people who are malnourished so that they can prevent children who are stunted. The P2L program is expected to improve healthy eating patterns and other nutritional needs because with the implementation of this program, local communities can grow their own vegetable and fruit crops which can later supply their own needs. This study concludes that the capacity of the Dumai City Food and Agriculture Security Service in implementing the Sustainable Food Garden Program (P2L) in Dumai City has been declared to be well implemented, but it still needs to be improved because it still has several obstacles that are enough to be a concern so that in the future the Food Security Service Capacity and Dumai City Agriculture in Implementing the Sustainable Food Garden Program (P2L) in Dumai City to be even better.
