Abstract

With regard to population administration matters that occur at the Population and Civil Registration Office of the Kuantan Singingi Regency, especially the making of Child Identity Cards (KIA), it shows that there are still a number of problems that can affect the service for making the MCH. Among them there are still many people who still doubt the benefits of the Child Identity Card (KIA). Even though the aim of MCH is for the benefit of the child, in reality this policy has many pros and cons. Because apart from feeling that it does not have a big impact on children, it is also considered to only add to the administrative affairs of the Population and Civil Registry Service. It's not just the problem of people who are not familiar enough with KIA. The purpose of this study was to identify and analyze the implementation of the Child Identity Card Policy in the Population and Civil Registration Office of Kuantan Singingi Regency. The type of research used in this study is a qualitative method. Informants in this study amounted to 10 people with the Head of the Population and Civil Registration Office of Kuantan Singingi Regency as key informants. Data collection techniques by interviews and descriptive data analysis using the website developed by Miles and Huberman. This study concludes that the Child Identity Card Policy at the Population and Civil Registration Office of Kuantan Singingi Regency has not been implemented optimally based on indicators of communication, resources, disposition and bureaucratic structure.
