Abstract

One of the services to the community is the management of population registration which is the responsibility of the government, in accordance with Law Number 23 of 2006 concerning population administration. One of the programs that has been implemented today by utilizing information technology in providing services to the community is in the form of implementing the Electronic Identity Card program, also known as E-KTP. E-KTP is an electronic identity card, that is, a communication technology tool in this modern era which is very popular throughout the world. phenomenon that occurs in the Issuance of E-KTP in Disdukcapil Pemko Dumai. Based on initial observations, researchers found problems related to the Implementation of the E-KTP Policy in Dumai City, namely: Communication made by Disdukcapil and the community was considered not optimal, Lack of adequate resources, Employees who seemed to still not understand and were slow in implementing the recording policy based on technology, the bureaucratic structure in Disdukcapil Pemko Dumai, especially the recording and issuance of E-KTP is not maximized. The formulation of the problem in this research is as follows, namely how is the implementation of the E-KTP issuance service program at the Dumai City Population and Civil Registry Office? The limitations of the problem that will be examined in this study are: the author will look at and focus more on discussing the implementation of the E-KTP issuance service program at the Dumai City Population and Civil Registry Office. The research objectives were: To find out how the implementation of the E-KTP issuance service program at the Dumai City Government Population and Civil Registry Office and to find out the factors that influence and hinder the implementation of the E-KTP issuance service program at the Dumai City Government Population and Civil Registry Service. The results of research regarding the implementation of the E-KTP program in Dumai City in this study can be concluded based on the theory introduced by Edward III, namely Direct and Indirect Impact on Implementation, which has become the researcher's theory that the policy has worked well enough, but has not been effective in implementation
