Abstract
The problem of slum settlements is a serious problem because it is feared that it can lead to an increase in slum settlements. It is known that in Ratu Sima Village there are 4 (four) Self-Help Groups (KSM) where the task of the KSM is to manage the availability of clean water, the initial process of which is program from City Without Slums (Kotaku). In direct observation and observation by the author, the most prominent symptom of the Kotaku (City Without Slums) program is the unmanagement of one of Kotaku's programs, namely the management of clean water for residents by Community Self-Help Groups (KSM) in Ratu Sima Village. This research method uses qualitative research methods as a technique for data collection and direct interviews with informants such as the Head of the Public Housing and Residential Area Office, Head of the Residential Area Division, Head of the Public Housing and Residential Area Office Work Unit, Field Facility Team of the Public Housing and Regional Office Office. Settlements, Head of the Meranti Community Self-Help Group (KSM), Head of the Dahlia Community Self-Help Group (KSM), Head of the Breadfruit Community Self-Help Group (KSM) and others. The results showed that the Kotaku program, especially the program for the availability of clean water in Ratu Sima Village, Dumai Selatan District, Dumai City, had been carried out quite well, this can be seen from several indicators such as First, the effectiveness of the implementation of the Kotaku Program was quite effective because it brought changes to the type of water used by the community. especially the seaside area. Second, efficiency in terms of cost efficiency still has deficiencies and these deficiencies are based on the capacity of the community because the concept of the Kotaku program's clean water is self-managed by the community and requires financing for machine maintenance and so on. Thirdly, the adequacy of the water sufficiency indicator obtained by several KSMs is felt to be not reaching the people's homes. Fourth, even distribution, is still uneven due to limited water pipe networks to homes which are still lacking, in the distribution of water distribution. Fifth, responsiveness so far for the use of water for each house has been sufficiently fulfilled. it has been proven that people who were previously untouched by clean water, especially low-income people, can now access clean water services
