Abstract

This study aims to evaluate simultaneous village head elections in Indragiri Hulu Regency in 2019, the phenomenon in this study is that village head elections are carried out manually and electronically where the results of electronic elections are lower in percentage than the manual method even though in theory and philosophy of election electronically has more advantages than disadvantages, this research was conducted in the village of Tani Makmur which conducted manual elections and also Sungai Baung Village which conducted elections electronically using the concept of evaluation theory from Ndraha where Das Sollen-Das Sein. This research method uses a qualitative research method where the informants are the Assistant for Public Administration of the Indragiri Hulu Regent, DPMD, Kominfo, Rengat Barat Sub-District Head, Disdukcapil, Head of Sungai Baung BPD, and Tani Makmur, Chair of the Sungai Baung Village Head Selection Committee. The results of the study show that the implementation of simultaneous village head elections in Indragiri Hulu Regency in 2019 has been carried out quite well, although there are still deficiencies. In the Preparatory Stage, the seriousness of the government is evident by issuing quite a number of mutually binding regulations. In the nomination stage, the election committee has carried out socialization and also demonstrations of electronic voting. In the voting and counting stages, there is a difference between village head elections using the manual method and those using the electronic method in Tani Makmur Village (manual) Sungai Baung (E Voting). The first supporting factor is the support from the local government which issued regulations that were quite complete and binding on the implementation of simultaneous village head elections both manually and electronically, to the point where the MoU collaborated with the BPPT Technology Assessment and Application Agency. The factor is the low quality of human resources who use their right to vote in electronic village head elections with the impact that they are still unsure and have fear of the implementation of electronic village head elections.
