Abstract
This study aims to determine and analyze the needs and conditions of functional positions as well as obstacles in implementing the requirements and conditions of functional positions in the Procurement Section of Goods and Services in the Regional Secretariat of Indragiri Hulu Regency. When viewed from the need for a functional position for the manager of the procurement of goods and services in the Procurement Section of Goods and Services within the Regional Secretariat of Indragiri Hulu Regency, a discrepancy was found between the needs and the availability of Functional Officials in the Procurement Section of Goods and Services in the Regional Secretariat of Indragiri Hulu Regency. The research method used is a qualitative approach. Data collection techniques through interviews, observations and documentation. The informants in this study were 8 (eight) people. The results of the research are the implementation of the merit system in the Procurement Section of Goods and Services in the Regional Secretariat of Indragiri Hulu Regency qualitatively, the merit system as mandated in Law Number 5 of 2014 along with various derivative regulations is not implemented, this is influenced by various factors related to substance regulations, the role of stakeholders, lack of supporting facilities, community support, culture and professionalism of human resources that need to be improved. In this case, the Procurement Section of Goods and Services in the Regional Secretariat of Indragiri Hulu Regency must improve in responding to the challenges of the Law in implementing the merit system as part of bureaucratic reform efforts in realizing good governance. Harmonization of regulations, optimization of supervision, support of facilities and improvement of human resource competencies are corrective steps that must be taken by realizing them in concrete programs in order to implement the merit system as mandated by the Act.
