Abstract

The increase in pilgrims each year can be used as a parameter for increasing the development of the whole human being in the joints of social and religious life. The large number of pilgrims has resulted in an even heavier burden on the government because organizing the pilgrimage is a continuous activity. With the increasing number of pilgrims departing from Indragiri Hulu Regency, optimal service is needed for pilgrims. The purpose of this study is to analyze the Departure and Return of Hajj Pilgrimage Services by the People's Welfare Section of the Regional Secretariat of Indragiri Hulu Regency and their obstacles. The type of research used in writing this research is empirical legal research or surveys, because it is oriented towards Departure and Return of Pilgrims Services by the People's Welfare Section of the Regional Secretariat of Indragiri Hulu Regency. From the results of the study the Departure and Return of Hajj Pilgrimage Services by the People's Welfare Section of the Regional Secretariat of Indragiri Hulu Regency has not been maximally provided, especially in terms of departures due to frequent delays in departures because all pilgrims who will depart have just headed to the regional government office of Indragiri Hulu district to be released by the local government on the day of departure is carried out while each region has a different mileage. The factors that impede the implementation of services for the departure and return of pilgrims by the People's Welfare Section of the Regional Secretariat of Indragiri Hulu Regency include; There are still groups of district/city Hajj Pilgrimage candidates, both from Riau itself, and those from outside the province, entering the Hajj hostel not according to the schedule set by the Hajj Organizing Committee (PPIH), guidance and supervision that is still lacking for prospective pilgrims pilgrimage.
