Abstract

Tourism is an integral part of national development which is carried out in a systematic, planned, integrated, sustainable and responsible manner while still providing protection for religious and cultural values that live in society. With the existence of various tourist objects as mentioned above, the regional government of Indragiri Hulu Regency needs to prepare itself as a tourist destination that has competitiveness, one of which is by creating reliable tourism products, so that it can play a role as a foreign exchange earner for national tourism, as well as spur regional tourism businesses. become an important element in efforts to improve the community's economy and local revenue (PAD). The purpose of this study is to find out the role of local government in improving the tourism sector in Indragiri Hulu Regency and its obstacles. The type of research used in writing this research is empirical legal research or survey, because it is oriented towards the Implementation of Regional Regulation Number 11 of 2014 concerning Prohibition and Enforcement of Community Diseases in Indragiri Hulu Regency. From the results of research on the role of local government in increasing tourism sector income in Indragiri Hulu Regency, it has not run optimally based on 3 indicators namely; The motivator in tourism development has a status position that has power so that it plays a major role in providing motivators in the tourism sector, the role of the facilitator is the role of the local government as a provider of all facilities that support tourism potential, and the role of the government as a dynamic is to mobilize resources in development. Local Government Obstacles in the Management of the Tourism Sector in Indragiri Hulu Regency namely Lack of Promotion, Weak tourism management, Poor quality of tourism services, Lack of Facilities and Infrastructure, Community Aspects (Environment and Culture).
