Abstract

The main objective of this study is to identify and analyze the Implementation of Population Data Monitoring Application Policies by Lurah and Villages in Pelalawan Regency based on indicators of communication, resources, disposition and bureaucratic structure. The type of research used in this study is qualitative using the site power analysis technique developed by Miles Huberman. Informants in this study amounted to 6 people with the Head of the Department of Population and Civil Registration of Pelalawan Regency as key informants. Data collection techniques by interviews and descriptive data analysis through a qualitative approach. Based on the results of field research it is known that ALAMAK LUDES has been implemented since the end of 2020, but has not been realized optimally due to many factors, especially the resources used in implementing ALAMAK LUDES are inadequate, especially internet network access which cannot reach village areas in Pelalawan Regency . There is a lack of participation from implementers in the Kelurahan and Village, even though implementing ALAMAK LUDES can lighten the workload that should be handled by the Disdukcapil can now be carried out online, but the kelurahan and village officials do not seem very enthusiastic about supporting the program. As well as in implementing ALAMAK LUDES there is no SOP that regulates and regulates its implementation, so there are no clear standards that can be used in implementing ALAMAK LUDES. This study concludes that the level of Implementation of Population Data Monitoring Application Policies by Lurah and Villages in Pelalawan Regency really needs to be improved and increased, especially on the indicators of Communication, Resources, Disposition and Bureaucratic Structure. The communication indicators have not been carried out optimally, this is known from the socialization that has not been given thoroughly to the community. And the resource indicators have not been implemented properly, due to the limited number of operators serving as servers in the Alamak Ludes implementation.
