Abstract

This study aims to determine the administrative procedures for the divorce of Civil Servants in the Pelalawan Regency Government and the factors that trigger the divorce. This research is a descriptive qualitative research by describing the research results qualitatively. Informants in this study include Civil Servants who carry out the administration of divorce, the head of the staffing agency, the head of the field of development, as well as administrative officers who assist in the handling of divorce for Civil Servants. Collecting data obtained in the form of interviews, documentation and observations to obtain information related to divorce procedures for Civil Servants. PNS divorce arrangements regulate the legal reasons for divorce for civil servants, regulated by Government Regulation Number 10 of 1983 in conjunction with Government Regulation Number 45 of 1990 concerning Amendments to Government Regulation Number 10 of 1983 concerning Marriage and Divorce Permits for Civil Servants. The results of this study indicate that Civil Servants (PNS) who carry out divorce arrangements have met the requirements and procedures as well as the stages of divorce licensing in the Pelalawan district government, especially at BKPSDM in accordance with applicable laws. Furthermore, based on the results of interviews obtained, the cause of divorce is motivated by disharmony in household relations and is supported by economic factors such as a living that the wife does not get from her husband.
