Abstract

The phenomenon of this research is that there is a reductions and additions to budget, so that the preparation of the work plan is not in accordance with the initial budgeting plan so that the preparation of the best work plan must be carried out. There is a program in the plan but it is in the strategic plan, the budget is in the strategic plan but not in the work plans and programs that have been compiled when they are lost during the preparation of the budget work plan. This study aims to identify and analyze planning and budgeting as well as obstacles in the paperaration work plan of the environmental service of Rokan Hilir Regency. The type of research is qualitative with a descriptive. Approach. Hi, it’is not optimal. This is due to inconsistent planning and budgeting between documents, lack of monitoring and supervision in the implementation, of work programs, lack and supervision in the implementation, of work programs, lack of coordination in preparing work plans and evaluating performance. It is recommended to be consistent between planning documents based on strategic planning, improve monitoring and supervision as well as see directly the capacity of all implemented work programs, improve coordination in terms of planning and budgeting in the preparation of work plans and performance evaluation.
