Abstract
The State Civil Apparatus is a figure who is still often associated with slanted views such as corruption, collusion, nepotism, indiscipline, incompetence, long bureaucracy, inefficiency to abuse of authority and responsibility. Government Regulation No. 53 of 2020 concerning the discipline of Civil Servants which is an update of Government Regulation No. 30 of 1980 which contains provisions for obligations, prohibitions, disciplinary penalties, officials authorized to punish, imposing disciplinary penalties and the enactment of disciplinary punishment decisions. Based on the data that has been described and strengthened by the initial observations that have been made, there are still many employees who do not have competence in their fields, especially honorary employees who are empowered. The high level of absenteeism or delay of employees at the Pelalawan District Education Office is due to the lack of strict sanctions given, the low performance of the state civil apparatus at the Pelalawan District Education Office. Based on this phenomenon in writing this thesis, it will examine "How are the inhibiting factors for the performance of the State Civil Apparatus in the Pelalawan Regency Education Office?" This study uses qualitative research methods. Pelalawan District. Based on the results of the study, as for the factors that affect the performance of ASN at the Education and Culture Office of Pelalawan Regency, namely, there are still many employees who do not have competence in their fields, especially honorary employees who are empowered, which actually aims to help improve administrative services at the Education Office. Pelalawan District. The high level of absenteeism or tardiness of employees at the Pelalawan District Education Office is due to the lack of strict sanctions given, so far the only sanctions given are deductions from employee salaries in accordance with the delay/absenteeism. However, if you look at several years, this sanction has not been able to change the performance and discipline of employees, especially honorary employees.
