Abstract
This study aims to analyze and explain the effectiveness of the implementation of the Electronic Office at the Department of Public Works, Spatial Planning, Housing, Residential Areas and Land Affairs of Riau Province and the obstacles in implementing e-Office application policies. The level of HR capability is still low in the field of technology, especially in operating e-office. The research method used is a qualitative approach. Data collection techniques in the form of interviews, observation, and documentation. while the research informants who were included by researchers were 7 (seven) people. The results of this study explain that the effectiveness of the implementation of the Office Electronic system (E-Office) at the Department of Public Works, Spatial Planning, Housing, Residential Areas and Land Affairs of Riau Province has not been running effectively. This can be seen from the effectiveness indicators that have not been fulfilled, namely: Program socialization, guidance on the implementation of the E-Office system is still needed. This lack of socialization causes a lack of understanding of civil servants regarding e-Office; Program monitoring is reflected in the lack of supervision carried out by the Riau Province Communication, Informatics and Statistics Service as a manager in order to achieve the expected goals. When viewed from the program target accuracy indicator, the implementation of this e-office application has been carried out based on the goals or organizational targets contained in the policy content, while from the Program Objectives indicator, each OPD has received benefits by using this e-office application. Obstacle factors in the Effectiveness of the implementation of the Office Electronic system (E-Office) at the Public Works, Spatial Planning, Housing, Residential Areas and Land Affairs Services in Riau Province are hampered by the quality factor of aged human resources which is also a separate obstacle in the implementation of making correspondence done electronically , coordination factors and program monitoring between the Riau Province Communication, Informatics and Statistics Office as managers with OPD within the Riau Provincial Government are still needed.
