Abstract

This study aims to analyze and explain the extent to which the implementation of the Halal Tourism Policy on Pulau Cinta Teluk Jering in Riau Province and the obstacles in implementing Halal Island Tourism policies in Riau Province. Halal tourism is a concept that integrates sharia values into tourism activities and provides facilities and services that comply with sharia provisions. The research method used is a qualitative approach. Data collection techniques in the form of interviews, observation, and documentation. while the research informants who were included by researchers were 10 (ten) people. The results of this study explain that the implementation of the Halal Tourism Policy in Riau Province has not run optimally. This is because seen from the 4 (four) implementation indicators there are still some that have not been fulfilled, namely: 1) Communication, distribution of Halal tourism policies in Riau Province is still needed which is contained in the contents of the policy based on Riau Governor Regulation Number 18 of 2019 concerning Halal Tourism. 2) Resources consist of Human Resources, that the limited human resources (HR) who socialize the Jering Bay tourist attraction receive less attention from the Government, both the Village and the Kampar District Government 3). Disposition. The presence of an attitude of responsibility, motivation and commitment in carrying out the duties and authority of the assignment to the Halal Tourism Acceleration Team in carrying out the implementation. 4). Bureaucratic Structure. Delegation of Authority/ Coordination regarding halal tourism. Coordination is the activity of directing, integrating and coordinating management elements and the work of subordinates in achieving organizational goals is still not optimal. The obstacle factor in the implementation of halal tourism policies in Riau Province is hampered by communication factors, there is still a need for guidance and socialization of the implementation of Halal Tourism Policies. Judging from the Bureaucratic Structure factor, the Coordination of the Halal Tourism Acceleration Team is still needed to integrate policies between Regency/City Governments and related stakeholders in an effort to accelerate the development of halal tourism.
