Abstract

The application of the merit system through promotion of job transfers in Indonesia has not been fully based on competence, aspects of justice and educational background of the state civil apparatus. Especially in the promotion and mutation of ASN, there are still many indications of a spoil system based on the basis of kinship, likes and dislikes. This research method is qualitative, with data collection techniques using observation, interviews and documentation and the results are analyzed with descriptive qualitative. The results of the study concluded that: 1) The results of the evaluation of the mutation promotion policy based on the merit system of the BKPSDM Cianjur Regency were still not optimal. This is because from 8 aspects of the merit system, promotion and transfer aspects only get a score of 37.5, meaning that the promotion and transfer system in Cianjur Regency is still far from expectations. This is due to the unavailability of job maps, Position Analysis (Anjab) and Workload Analysis (ABK) which are quite crucial problems because these documents are important instruments in personnel management, especially in the preparation of promotions and transfers according to the merit system. There is no internal policy that specifically regulates career patterns and there is no internal policy formulation related to mutations, rotations and promotions that refer to the succession plan 2) The inhibiting factors consist of the undeveloped position map, Position Analysis and Workload Analysis, the 2021-2026 Strategic Plan policy which has not shown support for the promotion of mutations according to the merit system, the lack of internal policies in Cianjur Regency that regulates matters related to the implementation of the Merit System.
