Abstract
Village is the smallest government of the Unitary State of the Republic Indonesia. In carrying out its duties, an institution is needed, namely the Village Consultancy Boards as a Village Government partner who is solid in developing and prospering the people. It is hoped that the Village Government and the Village Consultancy Boards can bring progress by providing direction, input in building a good Village Government, especially in the preparation and stipulation of Village Government regulations. The role and function of the Village Consultancy Boards in forming Village Regulations with the Village Head is intended to determine how far the performance of a Village institution is in carrying out its duties, whether it has reached maximum value and is in accordance with the laws that regulate it. In writing this thesis, the writer takes 2 (two) main issues, namely what is the role of the Village Consultancy Boards together with the Village Head in forming Village regulations and What are the supporting and inhibiting factors the Village Consultancy Boards and the Village Head in discussing and enacting Village Regulations? The approach method used is empirical juridical, namely by looking at social conditions and a law that exists and applies in society. To obtain valid data, the authors used several research methodologies, namely interviews and documentation, which analyzed using qualitative methods to obtain an analysis of the identified problems. The results of this study are the role of the Village Consultative Body together with the Village in forming Village Regulations is in accordance with what is regulated in Law Number 6 of 2014 concerning Villages and Regional Regulation number 9 of 2018. Supporting factors in discussing and establishing Village Regulations is society. While the inhibiting factor is the lack of understanding and skills and abilities of members of the Village Consultative Council in designing and making a Village Regulation.
