Abstract
Children are a gift from God Almighty, born into this world pure, both physically and spiritually. Whether a child grows well or not is influenced by the environment in which they are raised, not simply by their own desires. This is reflected in Law of the Republic of Indonesia Number 11 of 2012 concerning the Juvenile Criminal Justice System (hereinafter referred to as the SPPA Law) and Law Number 23 of 2002 in conjunction with Law Number 35 of 2014 concerning Child Protection (hereinafter referred to as Law No. 23 of 2014 concerning Child Protection). How is the Personality Education Program for Children with Drug Abuse Cases Implemented at the Pekanbaru Special Juvenile Correctional Institution (LPKA) and what factors influence its implementation? This research method is normative research. It is descriptive in nature, specifically to determine whether the development program at the child correctional institution is effective. Data and data sources consist of primary legal materials, secondary legal materials, and tertiary legal materials. The Personality Education Program for Children with Drug Abuse Cases at the Pekanbaru Special Juvenile Correctional Institution (LPKA) is not running well because it does not meet the children's basic needs for formal education, which is inconsistent with the principle of the child's best interests. Formal education is the responsibility of the state, the central government, and local governments without exception, as stipulated in Law Number 2 of 1999. Correctional students in Indonesia have not received formal education while in or placed in the Special Juvenile Correctional Institution (LPKA). This is because formal education is not mandatory and fulfills children's basic human rights to formal education, mandated by the state. Factors Influencing the Implementation of Personality Education Programs for Children with Drug Abuse Cases at the Pekanbaru Special Child Development Institution (LPKA) are that correctional students are not only punished, but their rights must be granted to them in order to educate the nation. Therefore, fulfilling formal education means granting correctional students their rights while in LPKA related to the same formal education through the provision of facilities and infrastructure, which is the responsibility of the Ministry of Education and Culture and the Ministry of Law and Human Rights. The provision of professional teachers must be fully provided to correctional students as a manifestation of the implementation of children's human rights.
