Abstract
This study aims to examine the effectiveness of the instagram account @samsatkelilingpekanbaru in disseminating information about the service schedule of the Mobile Samsat program in Pekanbaru City. This account is managed by the Regional Revenue Agency (Bapenda) of Riau Province as a digital communication medium to reach the public more broadly and efficiently. The study employs a descriptive quantitative approach using the 4C theory (Context, Communication, Collaboration, and Connection) as the analytical framework. A total of 376 respondents were selected through simple random sampling. Data were collected via an online questionnaire and analyzed using SPSS version 27. Validity testing was conducted using the Product Moment correlation method, and reliability testing was performed using Cronbach's Alpha. The results reveal that the Instagram account is highly effective in delivering relevant, accurate, and easy-to-understand information to its followers. The account also fosters active interaction between the admin and users, and collaborates with other relevant institutional accounts. These findings suggest that social media can serve as an optimal platform for distributing public service information in the digital era.
