Abstract

This study aims to determine how interpersonal communication activities are carried out by the Information and Communication Technology Sub-Section (TIKIM) of the Class I TPI Pekanbaru Immigration Office in improving the quality of public services. Interpersonal communication is one of the key factors in building relationships between officers and the community in order to create effective, responsive, and transparent services. This study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. The informants in this study consisted of TIKIM Sub-Section employees and the community who applied for immigration services. The results of the study indicate that interpersonal communication implemented by TIKIM officers has reflected the principles of openness, empathy, supportive attitudes, positive attitudes, and equality. These activities play an important role in conveying service information, responding to complaints, and establishing good interpersonal relationships with the community. However, this study also found obstacles such as limited communication training, late responses, and less than optimal use of information technology. Therefore, improving interpersonal competence and digitalization of services are important strategies to realize better public services.
