Abstract

Effective communication between the community and members of the Regional People's Representative Council (DPRD) is crucial for successful aspiration negotiation. This research aims to understand the communication competence of the community in negotiating aspirations with members of the Riau Provincial DPRD (a study during the recess period of Andi Darma Taufik). This study employs a descriptive qualitative approach, utilizing Communication Competence Theory as a reference to understand the communication dynamic between the community and DPRD members. Informants for this research were selected using a purposive sampling technique based on specific criteria determined by the researcher. The findings indicate that community communication in negotiating aspirations with DPRD members in Tagaraja Urban Village is more optimal when conducted directly. Face-to-face communication, such as during recess activities, is considered more effective compared to using other media like telephone, WhatsApp, or social media. This research contributes to and enhances the understanding of both the community and DPRD members regarding the importance of fostering good communication between them.
