Abstract
This study aims to examine the communication patterns employed by the District Election Supervisory Committee (Panwascam) of Kulim in supervising citizens' voting rights during the 2024 Simultaneous General Elections. The issue is crucial, as the protection of voting rights is a key element in upholding democratic integrity. This research uses a qualitative approach with a descriptive method. Data were collected through interviews, observation, and documentation involving informants from Panwascam, village-level election supervisors (PKD), and local residents. The findings reveal that Panwascam Kulim implemented three main forms of communication: direct communication (through outreach and face-to-face dialogues), utilization of social media, and external collaboration with community leaders and relevant institutions. These forms collectively represent a circular communication pattern, characterized by two-way interaction and feedback between communicators and communicants. This pattern is particularly effectve in direct and external communication, although challenges remain in optimizing social media as a participatory communication platform. The findings highlight the importance of adaptive and participatory communication strategies in ensuring effective electoral oversight at the district level.
