Abstract

Law enforcement against the crime of mob violence is an important issue in creating public order and security in the jurisdiction of the Pekanbaru District Attorney's Office. The crime of mob violence regulated in Article 170 of the Criminal Code often occurs and shows the weak effectiveness of law enforcement in the field. Mobbing, as a form of collective violence, not only causes physical and psychological harm to the victim, but also has an impact on the social stability of the community. Therefore, firm and structured law enforcement is needed to guarantee the protection of human rights and increase public trust in the legal system. This research examines two main problems, namely the implementation of law enforcement against the perpetrators of the crime of beating and the obstacles faced in the process of law enforcement by the prosecutor's office, in the jurisdiction of the Pekanbaru District Attorney's Office. The research method used is empirical legal method with field study approach. Data is obtained from interviews with law enforcement officials as well as literature review and relevant laws and regulations. This research is descriptive analytical, which aims to describe and analyze the facts that occur in the field in depth and objectively. The results show that coordination between law enforcement officers in the implementation of law enforcement is still less than optimal. Weak evidence, lack of community participation, and negative stigma towards victims are the main obstacles in handling cases. Difficulties in proving the perpetrators of criminal acts become obstacles in the investigation and prosecution process. These factors have resulted in the law enforcement process against the crime of beating has not been maximized in providing a sense of justice and protection to victims.
