Abstract
In 2024, Indonesia held democratic elections. Elections are defined as the careful, thorough, and meticulous selection of representatives in accordance with the conscience of the voters. One of the parties participating in the elections was the United Development Party (PPP). The political system in Indonesia positions political parties as one of the pillars supporting democracy. The presence of political parties is increasingly recognized through their functions, which can be understood through Law Number 2 of 2011 amending Law Number 2 of 2008 on Political Parties, Article 11(1). In this election, the PPP did not demonstrate its identity as an established party and one of the largest parties during the New Order era. The PPP even failed to secure a seat in parliament, as it did not meet the 4% parliamentary threshold. The PPP's vote share was approximately 3.87%. Even at the local level, the PPP lost its seat in the Pekanbaru City Regional People's Representative Council. Despite the increase in the number of voters in 2024, which was dominated by the votes of the younger generation. This means that with the additional votes from the 2024 election, the PPP should have been able to secure enough votes to reach the parliamentary threshold and secure seats in both the central and regional parliaments. However, the PPP failed to capitalize on this opportunity, indicating that it has not fulfilled its role as a political party in providing political education and outreach to young voters. The research questions in this thesis are: First, what is the role of the PPP in increasing political participation among first-time voters in Pekanbaru City? Second, what challenges does the PPP face in implementing education to increase political participation among first-time voters in Pekanbaru City? The type of research used in this study is empirical legal research. In this method, the author will conduct fieldwork to obtain data and information related to the law in society. The nature of this research is descriptive and analytical. The final conclusion reached by the author is that the PPP has fulfilled its functions, but young voters have not received education that aligns with the PPP's functions. The challenges faced include both external and internal factors.
