Abstract
General elections, often referred to as pemilu, are one form of democracy that exists in Indonesia. The concept of democracy must be implemented alongside nomocracy, or the concept of the rule of law. This is because democracy requires legal instruments, such as effective and exemplary leadership, support for public education, and increasingly equitable social and economic justice. During election periods, money politics is inevitable. In the practice of money politics, first-time voters are the primary targets. This is because first-time voters are considered easy to manipulate by offering money if they vote for a particular candidate. Money politics is prohibited under Law Number 7 of 2017 on General Elections. Despite being regulated by law, money politics activities continue to occur. At present, democracy in Indonesia is not being implemented effectively. The research questions in this study are: first, how does money politics influence first-time voters based on Law Number 7 of 2017 on General Elections, and second, what are the obstacles to preventing money politics among first-time voters. The research method used is normative research. This research generally aims to describe the issue being studied. The primary legal materials used in this research are Law Number 7 of 2017 on General Elections and the 1945 Constitution of the Republic of Indonesia. Secondary legal materials include previous research, journals, books, and other sources related to the research. Tertiary legal materials include dictionaries and encyclopedias. The first finding of this research is that money politics threatens the principles of free, fair, and democratic elections, lowers the quality of democracy, and risks producing incompetent officials. This is because the public tends to choose candidates based on temporary benefits through money received without considering the quality of the candidates. The impact begins with low political participation among the public and the growth of a culture of corruption. This is actually regulated by law, particularly Law No. 7 of 2017 on General Elections. However, despite the existence of laws and regulations prohibiting it, their implementation is not optimal. The second, the effectiveness of efforts to prevent money politics among first-time voters, because first-time voters in general elections are vulnerable to the influence of money politics. Many first-time voters accept money politics as a normal part of general elections, driven by economic reasons and a lack of understanding of the long-term consequences. First-time voters who accept political money feel “indebted” to the candidates, even if they do not fully support their vision or capabilities, thus creating a reciprocal relationship.
