Abstract

Clean water is a vital need and basic right that must be fulfilled by the state through public services. PDAM Tirta Bulian, as a BUMD in Bulian Village, Tebing Tinggi City, has an important role in providing clean water that is suitable in terms of quality, quantity, and accessibility. This study was motivated by various public complaints about PDAM services, such as cloudy water, unstable water pressure, distribution disruptions, and rates that are considered high, as well as concerns about pollution from industrial activities around the water source. The formulation of the problem in this study First, how is consumer protection for the services of the Regional Drinking Water Company (PDAM) Tirta Bulian, Bulian Village, Tebing Tinggi City reviewed from Law Number 8 of 1999 concerning Consumer Protection. Second, how is the responsibility of the Regional Drinking Water Company (PDAM) for losses experienced by consumers of the Regional Drinking Water Company (PDAM) Tirta Bulian, Tebing Tinggi City. The method used in this study is empirical legal research with a qualitative approach. Data collection was carried out through questionnaires, interviews, and field observations, and using deductive methods to draw conclusions. The results of the study indicate that First, consumer protection provided by PDAM Tirta Bulian has not been running optimally in protecting its consumers, as reflected in the many public complaints. Second, regarding PDAM's responsibility to its consumers who have suffered losses in general, it has shown its responsibility in responding to consumer reports quite well, as reflected in the positive responses of the majority of respondents.
