Abstract

As a result of the spread of laundry service businesses run by business actors, there are bound to be various kinds of problems that end up affecting consumers. Consumers must be more careful in choosing which laundry service business they will use, so as not to cause losses. In general consumers are always in a weak position, therefore it is necessary for business actors to have a sense of responsibility and efforts for consumers who experience losses to create an equal relationship between business actors and consumers. Based on the background above, the problems studied in this research are how laundry business actors carry out their responsibilities towards consumers in Binawidya District Pekanbaru City. And then what factors inhibit the implementatios of laundry business actors responsibilities towards consumers in Binawidya District Pekanbaru City. The method used in this research is empirical, which obtained through primary and secondary data with data collection tools in the form of, questionnaires, interviews, and literature studies. Further the collected data will be analyzed qualitatively, and the method of drawing conclusions is deductive, from general problems to concrete problems. The results of the research show that implementation of the responsibilities of laundry business actors in Binawidya District Pekanbaru City is divided into two aspects. First, the business actors namely, compensation in the form of half price, discounted service fees, free laundry service fees, and compensation for similar goods. Secondly, consumers get a refund, but the form of this refund sometimes does not match the extent of the losses. Inhibiting factors in implementing the responsibilities of laundry business actors in Binawidya District Pekanbaru City is divided into two aspects. First, the business actors namely, lack of information and communication between the two parties, consumers lack of thoroughness in understanding the contracts, particularly when business actors apply exoneration clauses. then the difficulty in determining the price of compensation. Secondly, consumers namely, compensation payments that are not appropriate, the business actor do not acknowledge that the losses arose due to their fault, and business actors do not provide compensation according to the agreed upon time.
