Abstract
The abuse of methamphetamine by children in Indonesia, particularly within the jurisdiction of the Bengkalis Police, has become a worrying phenomenon. This phenomenon not only impacts children's physical and psychological health but also threatens the future of the younger generation as the nation's future generations. The National Narcotics Agency (BNN), as the state institution mandated to address narcotics issues, has pursued various strategies, including legal and rehabilitation approaches. The juvenile criminal justice system, which prioritizes the principles of restorative justice, provides opportunities for child drug abusers to receive diversion and rehabilitation as alternatives to sentencing. The formulation of the problem in this study is what are the factors causing the abuse of methamphetamine by children in the jurisdiction of the Bengkalis Police and what efforts are the police making to overcome the abuse of methamphetamine by children in the jurisdiction of the Bengkalis Police. This study employed an empirical juridical approach, utilizing primary data sources in the form of direct interviews with several relevant parties and secondary data from books, journals, and articles. The research was descriptive in nature. The results indicate that drug abuse by children is influenced by internal factors, such as curiosity and emotional drive, as well as external factors, including family influence, social environment, low education, and regional conditions that facilitate drug distribution. The Bengkalis Police's countermeasures include preventive measures, such as outreach and education in schools, as well as repressive measures through legal action against drug abusers. This study concludes that combating drug abuse by children requires collaboration between the police, families, schools, and the community. Strategic steps are needed to improve supervision, education, and rehabilitation for children caught up in drug use to create a safer environment and support the positive development of the younger generation.
