Abstract

Narcotics trafficking is a form of transnational crime that frequently occurs in border areas and unofficial ports. This crime involves syndicate networks that smuggle narcotics for illegal distribution across various regions, including Indonesia. In the effort to combat narcotics smuggling, responsible institutions such as the Police, Customs, and the National Narcotics Agency (BNN) play a crucial role in monitoring and enforcing the law. This research aims to examine the coordination between these institutions in addressing narcotics smuggling and to identify the factors that hinder the prevention and eradication of narcotics trafficking at ports and border routes. This study uses a qualitative legal research method, which involves collecting information directly from respondents related to the issue being studied. The data consists of primary data (from respondents) and secondary data (from books, laws, and other written sources). The data is analyzed using a descriptive qualitative approach, based on the respondents' answers and findings in the field. Conclusions are drawn deductively, moving from general statements to specific conclusions. The findings of this research indicate that narcotics trafficking remains a serious issue in Indonesia, particularly in Dumai City. Despite various preventive and enforcement efforts, narcotics circulation continues, especially through illegal ports in Dumai. Efforts by the Dumai Police, including public education, surveillance, arrests, and pursuit of offenders, have not resulted in significant reductions in narcotics trafficking. Therefore, there is a need for greater government attention and improved collaboration between law enforcement agencies and the public to effectively address narcotics smuggling.
