Abstract

Brawling is an act committed by a group of people or many people, with the number of perpetrators of the brawling being two or more people with an unlimited number of masses. This act of beating is not only carried out by adults but also by children, from the results of a survey in the Kampar District Police area there were still several cases of criminal acts of beating committed by children in the last 6 years, namely in 2020-2025. This makes law enforcement against criminal acts of beating committed by children must be enforced as well as possible. Bullying can also be known as a form of violence committed together to another person, so that it will cause the other person to suffer minor or serious injuries. This study aims to analyze the criminological factors behind the criminal act of beating committed by children in the jurisdiction of the Kampar District Police and examine the countermeasures taken by law enforcement officials. The phenomenon of children's involvement in group violence such as beating is a serious problem because it not only affects the victims, but also the future of the perpetrators themselves. The method used in this research is an empirical legal method using a juridical-sociological approach and the data used is sourced from primary and secondary data, which is then analyzed qualitatively. This research collects data through interviews with the police, perpetrators, victims, and community leaders, and is supported by case documentation studies. The results showed that the main factors that encourage children to commit beatings include internal factors including: age factor, child's position in the family, gender factor, intelligence factor. While external factors include: economic factors, school environment factors, community social environment factors, mass media factors. Efforts made by law enforcement officials include: pre-emtif efforts, preventive efforts, and respressive efforts. These efforts must be developed and enforced as well as possible because children are the next generation of the nation who have a bright future.
