Abstract

This study aims to analyze the implementation of the sub-district head's authority in the land sector in Dayun District, Siak Regency, and to find out the inhibiting factors xii in the implementation of the sub-district head's authority in the land sector in Dayun District, Siak Regency. The measurement indicators include whether the problem is easy to control, the ability of the policy to structure the implementation process, variables outside the policy that affect the implementation process, and stages in the policy implementation process. This type of research is qualitative research. Interviews are the primary data collection tool. There were seven research informants, namely one sub-district head, one sub-district secretary, one village head, one traditional leader, two community members, and one company representative. Data analysis techniques using descriptive analysis techniques. Through the research results, it was concluded that: (1) the implementation of the Sub-district Head's authority in the land sector in Dayun Sub-district, Siak Regency has been implemented, but not maximized. The sub-district head plays an active role in facilitating mediation, issuing recommendation letters, and coordinating the resolution of land conflicts. However, limited legal authority, suboptimal community involvement, and the low number of final decisions have caused the implementation to not be fully effective; and (2) factors inhibiting the implementation of the sub-district head's authority include aspects of regulation, human resources, budget support, limited technology, and low structural support from the district government. In addition, the power imbalance between the community and the company, as well as the weak legitimacy of the Camat's decision in the eyes of certain parties, also hinder the effectiveness of the implementation of the authority.
