Abstract

One of the functions of the General Election Supervisory Body is to supervise and prevent election violations. The limited authority of the Bawaslu of Rokan Hilir Regency in clarifying witnesses has made it difficult to search for and find evidence. This research aims to explain the capacity of the Bawaslu of Rokan Hilir Regency as well as the obstacles in monitoring elections. This research method is descriptive qualitative, using inductive data analysis techniques. The results of the research explain that the capacity of the Rokan Hilir Regency Election Supervisory Body has played an active role in supervising regional head elections. However, obstacles are still found when looking at capacity development indicators, including structural factors, namely the number of personnel, supporting facilities and disproportionate operational funds with the tasks and authority given. The system substance factor, there are many legal loopholes in regulations that can be exploited to commit violations. Judging from the role factor, too many institutions are involved in handling the election law enforcement process. Furthermore, from the supervisory factor, the limited authority of Bawaslu Rokan Hilir Regency in collecting evidence.
