Abstract

Improving public order and security cannot be separated from the role of the government through the Village Head in carrying out various methods. This study aims to understand the role of the Village Head and to determine the factors inhibiting public order and security. The research method used is descriptive with a qualitative approach. This research design is considered capable of explaining this research in depth. The results of this study indicate that the Role of the Village Head in Organizing Public Order and Security in Pasir Pengaraian Village, Rambah District, Rokan Hulu Regency has not been running optimally. This can be seen from the three indicators of the Village Head's role according to Tjokroamidjojo, namely motivator, facilitator and mobilizer. Of the three indicators, there are still two indicators that have not been achieved. Things that indicate the suboptimal Role of the Village Head in Organizing Public Order and Security are: 1) In the facilitator indicator, facilitating the urgent needs of the neighborhood watch, this is due to the limited budget available, then there is no budget allocated for this, the village government utilizes community self-help. 2) Mobilizer Indicator, there is one sub�indicator that has not been running well, namely the lack of community participation in the neighborhood watch program, where there is still a lack of community understanding of the neighborhood watch program. The Role of the Village Head in Organizing Peace and Order in Pasir Pengaraian Village, there are also inhibiting factors for the role of the Village Head.
