Abstract
The role of Public Relations (PR) in the Secretariat of the Regional House of Representatives (DPRD) of Kepulauan Meranti Regency is crucial in supporting the implementation of DPRD functions. However, the PR department in the DPRD Secretariat has not fully carried out its duties and functions effectively. This includes supporting the DPRD’s role, where some civil servants in the DPRD Secretariat still lack a clear understanding of their responsibilities and demonstrate poor discipline, such as not arriving on time. Additionally, the tasks and functions of the Legislative Division, such as coordinating the formulation of regional regulations and preparing considerations related to their implementation, are often not carried out promptly as scheduled. The objective of this study is to identify and analyze the role of PR in the DPRD of Kepulauan Meranti Regency based on four indicators: expert advisor, communication facilitator, problem-solving process facilitator, and communication technician. This research employs a qualitative descriptive approach, involving 10 informants, with the Secretary of the DPRD of Kepulauan Meranti Regency serving as the key informant. Data collection methods include interviews, analyzed using typological qualitative techniques. The findings reveal that while the role of PR in the DPRD of Kepulauan Meranti Regency is fairly adequate, there is still room for improvement in areas such as expert advising, communication facilitation, problemsolving process facilitation, and communication technical support. The PR role includes various communication aspects between the DPRD and the public, media, and other stakeholders. However, the PR department lacks a systematic and wellstructured communication strategy. As a result, information dissemination is often carried out through various media, such as social media and press releases, without a clear communication plan to ensure that the messages align with public needs.
