Abstract

The Secretary of the Regional Representative Council (Sekwan) has the mandate to assist in carrying out all efforts and activities of the Regional Council, including the implementation of information, finance, administration, and assistance to support the duties, authorities, rights, and obligations of the Council members. The Sekwan is also tasked with coordinating, integrating, and synchronizing the execution of all Sekwan duties, preparing, organizing, reviewing, and coordinating policy formulation for the Council leadership. The purpose of this research is to understand and analyze the leadership of the Council Secretary in implementing the Secretariat and Financial management at the Regional Representative Council Secretariat of Kepulauan Meranti Regency, based on indicators such as willingness to take responsibility, ability to provide perspective, objectivity, priority-setting skills, and communication skills. This research employs a qualitative approach. The informants consist of 7 individuals, with the Chairman of the Regional Council of Kepulauan Meranti Regency as the key informant. Data was collected through interviews, and data analysis was conducted using Miles and Huberman's techniques. The study concludes that the leadership of the Council Secretary in managing the Secretariat and Finance at the Regional Representative Council Secretariat of Kepulauan Meranti Regency is relatively effective but still requires improvements, particularly in terms of the willingness to take responsibility, perspective skills, objectivity, prioritization, and communication abilities. The leadership of the Council Secretary in the Secretariat of the Regional Representative Council of Kepulauan Meranti Regency demonstrates strong performance in managing secretariat and financial tasks. The Council Secretary has successfully fostered a collaborative work environment where team members feel engaged and motivated to perform their duties well. Through a transformative approach, the Council Secretary has been able to drive innovation and improve public service quality. This research also shows that the Council Secretary implements relatively good administrative and financial management practices.
