Abstract

The DPRD Secretariat plays a crucial role in determining the effectiveness of DPRD's functions. Therefore, the DPRD Secretariat must optimally perform its duties and functions to support the effectiveness of DPRD’s performance. The performance of the Regency DPRD in carrying out its functions is influenced by how well the DPRD Secretariat fulfills its roles in providing administrative services and supporting the DPRD. The aim of this study is to analyze the Budgeting Functions of the Regional House of Representatives (DPRD) Secretariat of Meranti Islands Regency based on the indicators of planning functions, supervisory functions, coordination functions, and the budget as a work guideline. This research employs a descriptive qualitative approach. The study involved 8 informants, with the Chairman of the DPRD of Meranti Islands Regency as the key informant. Data collection techniques included interviews, and data analysis employed the on-site data analysis technique developed by Miles and Huberman. The research findings indicate that the Budgeting Functions of the DPRD Secretariat of Meranti Islands Regency have not been optimally implemented based on the indicators of planning functions, supervisory functions, coordination functions, and the budget as a work guideline. The budgeting process at the DPRD Secretariat begins with planning involving various parties, including the Regional Government Budget Team (TAPD), the Budget Committee, and the DPRD Secretariat itself. Budget planning is conducted by considering DPRD’s operational needs, regional priorities, and available resource allocations. However, this planning requires improvement in synchronizing DPRD’s needs with regional budget policies as a whole.
