Abstract

This study aims to determine the implementation of the Community Participation Complete Systematic Land Registration (PTSL + PM) program in Kebun Durian Village, Gunung Sahilan Subdistrict, and explain and analyze the inhibiting factors in the implementation of the PTSL-PM Program. the background of the problems in this study is the lack of socialization, negative responses from the community, unmeasured land objects, short program implementation time, certificate printing errors and not printed land certificates submitted. This research uses qualitative methods with descriptive analysis accompanied by relevant supporting evidence, data collection techniques in this research are interviews, observation and documentation. Evaluation as a systematic and ongoing process to determine the quality (value and meaning) of something, based on certain considerations and criteria in the context of making decisions. Zaenal Arifin (in Suranto, 2019; 84). The results of this study indicate that the implementation of PTSL + PM in Kebun Durian Village has been carried out according to the stages, namely counseling, data collection, data research to prove rights, data announcement, recognition of rights and granting rights, bookkeeping, certificate issuance. However, it has not run optimally. The inhibiting factors are the absence of technical training for Puldatan; the time is relatively short from the provisions and the negative response from the community.
