Abstract

The purpose of this research is to analyze and explain the implementation of the Pekanbaru Bertuah Health Insurance Program (JKPB) by the Pekanbaru City Government in 2023, a priority program of the Mayor of Pekanbaru, based on the indicators of communication, resources, disposition, and bureaucratic structure. Although socialization efforts have been made, many citizens still lack a complete understanding of the procedures and benefits of the JKPB Program, including who is eligible and how to access healthcare services. Despite the availability of brochures and service guidelines, the distribution of this information has not been evenly spread across all areas of Pekanbaru. This has led to hesitation among some citizens in registering or utilizing the available healthcare services and an unawareness that they can use their ID cards for free medical treatment. The research adopts a qualitative descriptive approach. The study involved ten informants, with the Head of the Pekanbaru City Health Office as the key informant. Data collection techniques included interviews, while data analysis employed the on-site analysis technique developed by Miles and Huberman. The findings reveal that the implementation of the Pekanbaru Bertuah Health Insurance Program (JKPB) by the Pekanbaru City Government in 2023 has shown reasonably positive results, although several challenges remain to be addressed. The primary success of this program is the government’s ability to provide broader access to healthcare for citizens in need, particularly for those not covered by the national health insurance program. Improved inter-agency coordination and the reorganization of administrative systems and data collection are crucial steps to optimize the program’s implementation. Thus, in the future, the JKPB Program can become more effective in delivering equitable and quality healthcare services for all residents of Pekanbaru.
